Project 2029: A Mandate for Economic and Political Justice
Disclaimer: This document outlines a bold and ambitious policy agenda. It is grounded in the foundational principles of the U.S. Constitution, particularly the Preamble’s call to “form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty.” While all proposals are intended to be consistent with this spirit, some, particularly those that challenge long-standing power structures, would likely face significant legal and political challenges. The proposals for constitutional amendments are explicitly noted.
About This Project 2029
Since 2024, several “Project 2029” initiatives have emerged as progressive responses to Project 2025. These include Democracy Journal’s establishment effort (led by Andrei Cherny with advisors like Jake Sullivan and Neera Tanden), a grassroots coalition at project2029.me, the ASDC’s democracy-focused initiative, and various progressive advocacy frameworks.
This Project 2029 is an independent policy framework that predates most of these initiatives. What distinguishes this version:
- Comprehensive and detailed: 180,000+ words of fully developed policy with legal analysis, constitutional authority assessments, and implementation timelines
- Fully funded: Complete fiscal analysis showing $329B-$559B annual surplus (unlike most frameworks that avoid cost discussions)
- Evidence-based: Every proposal backed by international precedents and rigorous citations
- Accessible: Available in both technical and public-facing editions
- Independent: Not affiliated with any political party, think tank, or establishment organization
For a catalog of other Project 2029 initiatives and how they differ, see Other Project 2029 Initiatives.

Quick Summary
The Challenge: For decades, the American economy has worked brilliantly for those at the very top while middle-class families have seen wages stagnate, benefits evaporate, and opportunities systematically dismantled.
The Solution: Project 2029 is a comprehensive, fully-funded plan to restore economic and political power to the American people through:
- Immediate executive actions within the first 180 days
- Bold legislative reforms addressing healthcare, taxation, labor rights, electoral systems, law enforcement, education, and corporate accountability
- Fiscal responsibility with $730B-$1.19T in new annual revenue funding $726B-$1.18B in new programs, resulting in $329B-$559B annual surplus
The Evidence: Every major policy proposal is based on:
- International precedents (successful implementation in other developed democracies)
- Historical U.S. precedent (policies that worked during America’s strongest periods)
- Rigorous fiscal analysis (detailed cost-benefit calculations)
- Clear constitutional authority (legal analysis for each action)
The Timeline:
- Days 1-180: Executive actions requiring no Congressional approval
- Year 1: Healthcare reform and democratic reform legislation
- Year 2: Economic justice legislation (tax reform, workers’ rights, law enforcement reform)
- Year 3: Corporate accountability and long-term structural reforms
The Cost: Fully paid for through progressive tax reform. The agenda actually reduces the federal deficit by $2.0-2.3 trillion annually compared to current trajectory.
